This series includes correspondence relating to the granting of right of way across allotted land. In addition to correspondence, each file generally includes photostatic copies of plat maps annotated to show right of way locations, receipts for payments, contracts, and miscellaneous accounting records. The majority of the right of ways were granted to oil and gas pipe line companies.

In 1851 the Osage Subagency and the Neosho Subagency were combined to form the Neosho Agency which was responsible for the Osage, Quapaw, Seneca, and Mixed Band of Seneca and Shawnee. This agency was placed under the Southern Superintendency where it remained until transferred to the Western Superintendency in 1867.
